This is precisely the same hogwash that prompted me to leave government employ in 1996. At that time, Gingrich and Clinton were engaged in a pissing match that froze the government. My mandate was "show up for work so we get the headcount in next year's budget, but for God's sake don't actually do anything because that might draw attention to the program and we could get cut". Counter-f***ing-productive to a huge degree. The main problem was not the work stoppage but the fact that in 1996 the Internet was in its infancy and slacking off at work involved playing Solitaire, Freecell and Minesweeper on a 286PC (remember those?). We upgraded to Windows 3.1 during that period (even through Windows 95 had been out for a year already) which provided the only real excitement aside from trying to see though the Hungarian girls' minidresses as they emerged from the Metro into the sunlight...
